The Capital is divided by class. The rich and powerful live on the eight hills while the less fortunate are relegated to the densely populated valleys between the hills and the docks.  Subura itself is ‘ruled’ by a number of criminal syndicates. The First Law of Subura being survival is not a flippant remark. All commerce, from merchant traders through to assassins, are organized into Imperial sanctioned guilds.
